This commission will study and provide legislative recommendations to the General Assembly on issues related to boys and men in the Commonwealth, including education inequity, economic opportunities, disparity in health outcomes, family life, and the impact of social media use. Passing the House by a strong bipartisan 91-6 vote margin, the bill is headed to Governor Spanberger for signature.</p><p>Unfortunately, the problems faced by Virginia&#8217;s men and boys continue to grow. Virginia lags the nation as the worst state for literacy disparity between 4th grade boys and girls. Further, men accounted for 80% of suicides in Virginia last year. Given the urgency of these issues, the commission will produce its first legislative report in October of this year. Virginia</a> hosted the first-ever &#8220;Helping Boys Thrive: A Community Conversation&#8221; which welcomed over 50 educators and nonprofit leaders from 38 Richmond area organizations that serve boys and young men. Coalition member Kimberly Hudson is director of the center at St. Christopher&#8217;s School in Richmond, which is recognized globally as a leader in K12 boys scholarship.</p><p></p><h2>Choros: App for male friendship </h2><p>Founder Alex Vans, based in Alexandria, is building <a href="http://chorosapp.com">Choros</a>, a mobile app designed around how men naturally form friendships: In-person, doing stuff. </p><p>The platform helps men connect through small group activities like hikes, pickup sports and trivia nights. Part of Startup Virginia&#8217;s incubator, Alex has organized more than 250 meetups across the D.C. and Northern Virginia, with plans to expand to other cities this year.</p><h2>Dads for All: Community building for dads </h2><p>Nonprofit <a href="https://www.dadsforall.com/">Dads for All</a> is building networks for fathers around the country. boys and young men. the many community agencies already working with dads.</p></li><li><p>Establish a fund to distribute multi-year grants to nonprofit community organizations to address the needs of Virginia&#8217;s fathers.</p><p></p></li></ol><p>HB1511 is very similar to the 2023 Responsible Fatherhood Initiative bill introduced by former Republican delegate Dave A. LaRock. <a href="https://lis.virginia.gov/bill-details/20231/HB2489?utm_source=chatgpt.com">HB2489</a> did not pass out of the House Appropriations Committee.</p><p>But in the three years since, the world has changed dramatically with widespread recognition of the unique issues facing men and boys. The issue is now firmly mainstream and safe for casual conversation on all points of the political spectrum (mostly!). </p><p>A few short years ago, Richard Reeves established the American Institute for Boys and Men with $20 million funding from the Melinda French Gates&#8217;s foundation and national headlines frequently report devotion to males from governors in Maryland, California, Michigan and Utah. Fatherhood Initiative.</strong></em></p><p><em>A. The Department shall develop and implement the Fatherhood Initiative (the Initiative). The Initiative shall focus on the recognition of fathers as essential partners in child and family well-being, addressing a critical gap in family support services and promoting positive father involvement linked to improved maternal, child, and family outcomes.</em></p><p><em>B. The initiative shall, at a minimum, involve the establishment of a statewide father engagement media and education campaign.</em></p><p><em>C. The Department shall collaborate with other relevant agencies of the Commonwealth to develop and implement the initiative.</em></p><p><em><strong>&#167; <a href="https://law.lis.virginia.gov/vacode/63.2-319.1/">63.2-319.1</a>. Fatherhood needs assessment.</strong></em></p><p><em>A. Each local board shall ensure that it is addressing the unique needs of the fathers of children who are served by the local department of social services.</em></p><p><em>B. Each local board shall:</em></p><p><em>1. Conduct an initial assessment of its engagement with such fathers and provision of and referral to father-oriented services.</em></p><p><em>2. Create an action plan to address any gaps identified through the assessment and implement the action plan.</em></p><p><em>C. The Department shall annually review how the local board is meeting the needs of fathers, including, at a minimum, how the local board is helping fathers establish positive, stable relationships with their children and assisting fathers in receiving needed services. The local board shall provide any relevant information on how it is meeting the needs of these fathers to the Department.</em></p><p><em>CHAPTER 24.</em></p><p><em>FATHERHOOD INITIATIVE GRANTS PROGRAM AND FUND.</em></p><p><em><strong>&#167; <a href="https://law.lis.virginia.gov/vacode/63.2-2400/">63.2-2400</a>. Fatherhood Initiative Grants Program and Fund.</strong></em></p><p><em>A. From the funds appropriated for such purpose and from the gifts, donations, grants, bequests, and other funds received on its behalf, there is established (i) the Fatherhood Initiative Grants Program (the Program), to be administered by the Department, and (ii) a special nonreverting fund to be known as the Fatherhood Initiative Grants Fund (the Fund). The Fund shall be established on the books of the Comptroller. All moneys appropriated by the General Assembly for the Fund, and received from any other sources, public or private, shall be paid into the state treasury and credited to the Fund. Interest earned on moneys in the Fund shall remain in the Fund and be credited to it. Any moneys remaining in the Fund, including interest thereon, at the end of each fiscal year shall not revert to the general fund but shall remain in the Fund. Expenditures and disbursements from the Fund shall be made by the State Treasurer on warrants issued by the Comptroller upon written request signed by the Commissioner.</em></p><p><em>B. Subject to the authority of the Department to provide for its disbursement, the Fund shall be disbursed to award grants to nonprofit community-based organizations to address the needs of fathers. Grants shall be awarded for no more than three years, with subsequent year funding contingent on compliance with grant requirements and adequate performance. Such organizations may apply for grants from the Program on a form approved by the Department. Grant recipients shall submit reports to the Department in a format and at intervals, which shall be at least annually, prescribed by the Department.</em></p><p><em>C. The Department shall develop appropriate criteria and guidelines for the use of funding provided from the Fund and shall establish monitoring and accountability mechanisms for organizations receiving funding. Josh Thomas (D-21) introduced HB1188, which:</p><blockquote><p>Establishes the Virginia Boys and Men Advisory Commission as an advisory commission in the legislative branch of state government for the purpose of advising the General Assembly on issues of concern, including education inequity, economic opportunities, disparity in health outcomes, and the impact of social media use, as such issues relate to boys and men in the Commonwealth.</p></blockquote><p>The effort was first <a href="https://www.vaboysandmen.org/p/virginia-men-boys-commission">announced at an October event</a> by House Speaker Don Scott (D), Thomas, Sen. Lamont Bagby (D) (Senate Patron and party chair), Sen. Lashrecse Aird (D) and Del. week then heard on the House floor three days later.</p><p>January 14, 2026, Chief Patron Del. Josh Thomas (D21) introduced HB1188, which:</p><blockquote><p>Establishes the Virginia Boys and Men Advisory Commission as an advisory commission in the legislative branch of state government for the purpose of advising the General Assembly on issues of concern, including education inequity, economic opportunities, disparity in health outcomes, and the impact of social media use, as such issues relate to boys and men in the Commonwealth.</p></blockquote><p>The effort was first <a href="https://www.vaboysandmen.org/p/virginia-men-boys-commission">announced at an October event</a> by House Speaker Don Scott (D), Thomas, Sen. Virginia Boys and Men Advisory Commission; membership; terms; quorum; meetings.</h3><p><strong>A.</strong> The Virginia Boys and Men Advisory Commission (the Commission) is established as an advisory commission in the legislative branch of state government.</p><p><strong>B.</strong> The Commission shall have a total membership of 26 members consisting of 12 legislative members, nine nonlegislative citizen members, and five ex officio members. Nonlegislative citizen members shall be citizens of the Commonwealth.</p><p><strong>C.</strong> Ex officio members and legislative members shall serve terms coincident with their terms of office. Appointments to fill vacancies, other than by expiration of a term, shall be for the unexpired term and made in the same manner as the original appointment. All members may be reappointed.</p><p>After the initial staggering of terms, nonlegislative citizen members shall be appointed for four-year terms. No nonlegislative citizen member shall serve more than two consecutive four-year terms. The remainder of any term served to fill a vacancy shall not count toward term limits.</p><p><strong>D.</strong> The Commission shall elect a chair and vice-chair from among its membership, both of whom shall be members of the General Assembly. A majority of the members shall constitute a quorum. Meetings shall be held at the call of the chair or upon request of a majority of the members.</p><div><hr></div><h3>&#167; 30-455. Compensation; expenses.</h3><p>Legislative members shall receive compensation as provided in &#167; 30-19.12. Nonlegislative citizen members shall receive compensation as provided in &#167; 2.2-2813. All members shall be reimbursed for reasonable and necessary expenses as provided in &#167;&#167; 2.2-2813 and 2.2-2825.</p><p>Compensation to members of the General Assembly shall be paid by the offices of the Clerk of the House of Delegates or the Clerk of the Senate, as applicable. Powers and duties of the Commission; report.</h3><p>The Commission shall have the power and duty to:</p><ol><li><p>Advise the General Assembly regarding issues affecting boys and men in the Commonwealth, including education inequity, economic opportunities, disparities in health outcomes, family life, and the impact of social media use.</p></li><li><p>Undertake studies, sponsor symposiums, conduct research, and prepare factual reports to formulate recommendations to the General Assembly, with particular focus on the issues listed in subdivision 1.</p></li><li><p>Advise the General Assembly as needed regarding statutory, regulatory, or other issues of importance to boys and men in the Commonwealth.</p></li><li><p>Submit an annual report to the General Assembly and the Governor for publication in accordance with procedures of the Division of Legislative Automated Systems. The chair shall submit an executive summary of interim activity and work no later than the first day of the regular session of the General Assembly. Such reports shall be made available on the General Assembly&#8217;s website.</p></li></ol><div><hr></div><h3>&#167; 30-457. Staffing.</h3><p>The Office of the Clerk of the house in which the chair serves shall provide administrative staff support. Josh Thomas (House patron), Sen. Lamont Bagby (Senate Patron and party chair) Sen. Lashrecse Aird and Del. The effort aims to address teacher shortages and reduce gender gaps in early childhood education.</p><p>Across the country, fewer than 6% of preschool teachers and only 3% of kindergarten teachers are men. At Hopkins House, just two of the 34 preschool teachers are men. This lack of balance limits children&#8217;s exposure to diverse role models and reinforces stereotypes about who belongs in the classroom, said J. Glenn Hopkins said. &#8220;It&#8217;s about making sure every child benefits from a variety of role models during their most formative years.&#8221;</p><p>The <a href="https://www.hopkinshouse.org/hopkins-house-launches-bonus-incentive-program-to-attract-young-men-into-early-childhood-educatio/">pilot program will support four men</a> entering the profession with:</p><ul><li><p>$6,000 in bonus payments, including signing, retention, and credential-completion bonuses</p></li><li><p>Mentorship from experienced educators</p></li><li><p>College and career advancement opportunities</p></li></ul><p>While the program is open to all qualified applicants, priority will go to low-income male recent high school graduates. Over the next year, Hopkins House will collect and share data on whether the program helps more men apply for, accept, and stay in early childhood education jobs.</p><p>The initiative is funded through a grant from the McNeil Family Foundation in Alexandria, Va. Hopkins House plans to seek additional funding to expand the program.</p><p>J. in pay, education, employment and leadership, reproductive and other health care and more. We still have some work to do here. </p><p>Finally there is a growing recognition of the many ways that boys and men are at a disadvantage. This movement is only just starting. The breakthrough voice has been Richard Reeves, a Brookings Institute scholar whose bestseller <a href="https://amzn.to/4fOjpQ4">Of Boys and Men</a> got the attention of the masses, President Barack Obama and eventually Melinda Gates who granted Reeve&#8217;s <a href="https://aibm.org/">American Institute for Boys and Men</a> $20 million &#8212; a landmark gift that shifted gender inequality conversations into the future. </p><p>While men&#8217;s issues have typically been the mainstay of political conservatives, that is now far from the case. 6 percentage points lower</p></li><li><p>Math: Boys 5 percentage points lower</p></li><li><p>K-12 classroom instructors: 17% men</p></li><li><p>Early childhood teachers: 2% men</p></li><li><p>College enrollment: 43% men</p></li><li><p>Trade school enrollment: 25% men</p></li></ul><h3><strong>Health</strong></h3><ul><li><p>Suicides: 77% men</p></li><li><p>Life expectancy: 75 men vs 81 women</p></li><li><p>Homeless: 63% men</p></li><li><p>Alcohol related deaths: 69% males</p></li><li><p>Men are 2X more likely than women to experience substance abuse</p></li></ul><h3><strong>Crime</strong></h3><ul><li><p>Juvenile detention: 93% male</p></li><li><p>92% prisoners are men</p></li></ul><h2>Opportunity:</h2><p>Issues facing males are beginning to get <strong>attention nationwide</strong>. A Virginia coalition is an opportunity to get ahead of what will be a massive nationwide bipartisan movement to change laws, devote resources and create a Virginia where everyone has equal opportunity challenges</a> boys and men face in the Commonwealth and nationwide. </p></li><li><p>Like other states, Virginia benefits from councils and advisory board devoted to interests of other minority groups:</p></li></ol><p><a href="https://www.women.virginia.gov/">Virginia Council on Women</a></p><p><a href="https://www.vaaab.virginia.gov">Virginia African American Advisory Board</a></p><p><a href="https://www.lgbtq.virginia.gov/">Virginia LGBTQ+ Advisory Board</a></p><p><a href="https://www.vlab.virginia.gov/">Virginia Latino Advisory Board</a></p><p><a href="https://www.vaab.virginia.gov/">Virginia Asian American Advisory Board</a></p><ol start="3"><li><p>It is time Virginia devote state resources to understand and address the challenges unique to our boys and men.
